When a disaster event occurs that produces large amounts of debris, effective coordination is required between the Client/Applicant, State, FEMA/FHWA, and other agencies to make certain that debris removal operations are efficient, effective, and eligible for Public Assistance funding. Debris is the waste stream resulting from a natural disaster and often includes building materials, sediments, vegetative debris, personal property, and other materials. 
AER can provide the following qualified resources to direct debris project operations and insure compliance with governing authorities:

  • Debris Field Supervisors
  • Debris Field Monitors
  • Debris Site Monitors
  • Debris Data Managers
  • Public Assistance Consultants

AER represents its Clients to monitor contract debris removal and hauling operations ensuring that eligibility is maintained and that Client expectations and contractual requirements are being met. AER's qualified team will:
  • Attend pre-event meetings to establish Client response and mobilization plans
  • Proceed upon notice to fully mobilize debris monitoring response team
  • Assist Client to survey effected area, establish scope of work and project approach
  • Provide debris monitoring personnel who are trained in FEMA/FHWA eligibility requirements
  • Report issues requiring immediate action (such as safety concerns, contractor non-compliance and equipment use)
  • Accurately measure and certify truck capacities (recertify on a regular basis)
  • Ensure that trucks are accurately credited for their load
  • Validate eligibility of hazardous trees, leaners, hangers, and stumps
  • Ensure that hazardous wastes are not mixed in loads
  • Monitor compliance with local, state and federal ordinances (i.e., proper disposal of  hazardous wastes)
  • Monitor and report DMS site development and restoration
  • Assure that force account labor and/or debris contractor work is within the assigned scope of work
  • Properly and accurately complete and control load tickets (tower and field)
  • Provide daily reporting of progress and debris quantities 
  • Ensure quality control of project database
  • Accurately reconcile contractor/monitoring data
  • Validation of contractor invoices for forwarding and recommendation of client payment
